Federal Crash Data Shows Winter Driving Risk Is Concentrated in a Small Group of States

A new analysis of federal traffic fatality data indicates that winter driving danger in the United States is highly unevenly distributed, with a relatively small number of states accounting for a disproportionate share of cold-weather crash risk. The study, conducted by Suzuki Law Offices, analyzed four years of national crash records to identify where winter driving is statistically most hazardous—and why.

Using data from the National Highway Traffic Safety Administration’s Fatality Analysis Reporting System (FARS), researchers examined fatal crashes occurring during five winter-associated months—January, February, October, November, and December—between 2020 and 2023. The analysis focused on behavior-linked risk factors including speeding, alcohol impairment, distracted driving, and total winter fatalities, with all figures normalized by population to allow cross-state comparison.

The results show that winter driving risk is not evenly distributed across regions. Instead, it is heavily concentrated in northern and rural states with long highway corridors, lower traffic density, and higher exposure to high-speed travel in poor conditions. Wyoming ranked as the most dangerous state for winter driving, followed by Montana and Alaska. Each of these states recorded winter fatality rates far above the national average when adjusted for population size.

In Wyoming, per-capita winter fatalities were driven primarily by speeding-related crashes on rural highways, where severe storms combine with high-speed travel and limited emergency response access. Montana showed a similar pattern, with elevated alcohol-involved crash rates compounding winter road risks. Alaska ranked third despite its smaller driving population, largely due to a high proportion of impaired-driving fatalities and remote roadway exposure.

The concentration of risk in rural states highlights a key finding of the study: winter crash danger is more strongly associated with road type and driver behavior than with weather conditions alone. Nationally, weather-related crashes account for approximately 12% of all U.S. collisions each year. Of those incidents, 73% occur during rain or mist, while only 18% are linked to snow, sleet, hail, or freezing rain. Low visibility and crosswinds account for the remainder.

This distribution challenges the assumption that snowfall alone drives winter fatalities. Instead, the data shows that precipitation type, road infrastructure, and driving behavior interact to shape risk outcomes. States with extensive rural highways and higher speed limits experience far greater fatality rates during winter months than dense urban states with slower traffic patterns—even when snowfall levels are similar.

The study’s Winter Driving Danger Index uses a weighted model to reflect these behavioral risks. Speeding-related fatalities account for 40% of the index score, alcohol-involved fatalities 35%, total winter fatalities 15%, and distracted-driving fatalities 10%. This structure places statistical emphasis on the factors most strongly correlated with fatal crash outcomes rather than raw weather exposure alone.

Large-population states show different patterns. Michigan, for example, recorded the highest number of winter driving fatalities among major states between 2020 and 2023. Winter crashes in Michigan increased by 27% during that period, with speeding identified as the leading contributing factor. Between October 2022 and April 2023 alone, the state recorded more than 30,000 winter-weather crashes and 59 fatal incidents.

In contrast, southern and southwestern states consistently recorded low winter fatality rates. Arizona ranked among the safest states for winter driving, with low per-capita winter crash figures and relatively few fatalities linked to speeding or impaired driving during cold-weather months. Florida, Alabama, Georgia, and California also appeared in the lowest-risk tier.

National winter fatality totals show modest improvement overall. Fourth-quarter road deaths declined from 10,507 in 2023 to approximately 10,100 in 2024, continuing a gradual downward trend despite increased vehicle miles traveled. However, winter conditions remain a significant contributor to injuries and infrastructure strain. In 2023, more than 22,000 injuries were recorded in crashes on snow- or sleet-covered roads, and over 1,300 people die annually in crashes involving snowy, icy, or slushy conditions.

The data also highlights secondary winter risks unrelated to collision dynamics. Tire failures account for roughly one-third of winter breakdowns nationwide, while battery and electrical system failures increase sharply during cold months. According to AAA service records, winter roadside assistance calls are dominated by tows and battery failures, which together account for nearly three-quarters of all service responses during peak cold-weather periods.

Taken together, the findings show that winter driving danger in the United States is structurally concentrated rather than geographically universal. States with high-speed rural road systems and elevated rates of risky driving behavior face significantly higher winter fatality rates, while states with milder climates and lower behavioral risk factors experience comparatively minimal danger.

The data suggests that winter road safety outcomes are shaped less by snowfall totals and more by how drivers behave when conditions deteriorate—and where those drivers are traveling. Speed, impairment, road design, and emergency response access emerge as stronger predictors of fatal outcomes than weather alone, offering a clearer statistical picture of where winter driving risk is truly highest in the United States.
